The Finance Committee considered SENATE BILL NO. 100 "An                       
Act making supplemental and special appropriations for the expenses            
of state government; making, amending, and repealing capital and               
operating appropriations; and providing for an effective date" and             
recommended it be replaced with

With respect to funding for the Division of Elections, it is the intent        
of the Legislature that:

1.The Division shall not use this appropriation to                             
reimburse the contingency fund for emergency operating                        
funds or the Department of Law for funds provided for legal                    
costs.                                                                         
                                                                               
2.Travel costs for the director and the administrative                         
officer not exceed $3.6.                                                      
                                                                               
3.No overtime costs be incurred for the remainder of                           
	FY 93.                                                                        
                                                                               
4.The recommendations contained in the audit report                            
	issued by the Division of Legislative Audit titled, Office of                
	the Lieutenant Governor, Division of Elections, Selected                      
	Financial Compliance and Management Issues, dated                             
	February 27, 1993, be implemented immediately.                               
                                                                               
5.The Division provide a report to the Legislative                             
	Budget and Audit Committee by September 15, 1993,                             
	detailing the Division's use of all supplemental funding                      
	received for FY 93.                                                           
                                                                               
	6.Personal services savings realized from the vacancy                         
	and turnover in the director position be lapsed into the                      
	general fund.
